For maximum impact you need an overall package that develops those key critical skills, along with the subject learning.
Simply sending your apprentices to college isn’t always the solution. They’re looking at throughput, achieving a certain level. Get them a qualification. Box ticked.
Focus on developing your leaders of the future – quality, not quantity. A mass-market, achieve-an-acceptable-level, approach isn’t going to do that for you.
Look to develop the social and emotional, interpersonal, employability, communication and leadership skills of your employees, in all fields (be that technical, administration, or whatever).
A breadth and depth of learning is needed to develop people who can not only do their job, but really make a difference to your organisation.
